Get Placed in the ESA Support Group

Full guide: Complete BenefitsFight Guide

Employment and Support Allowance (ESA) has two groups. The Support Group is for severe conditions where you cannot work. The Work-Related Activity Group expects you to seek work. Learn which group you belong in, how the assessment works, and how to appeal incorrect placement.

Quick Answer

If you have a severe physical or mental health condition that means you cannot work or undertake work-related activity, you belong in the ESA Support Group. You get a higher rate of benefit (c. £200/week plus housing costs) and do not have to attend work-related interviews or undertake job search. The DWP uses a Work Capability Assessment to decide. If you disagree with your placement in the Work-Related Activity Group, request Mandatory Reconsideration within one month.

Support Group vs Work-Related Activity Group (WRAG)

Employment and Support Allowance (ESA) is split into two groups. Support Group is for people with severe conditions who cannot work. WRAG is for people with conditions that limit work but might improve, or who can do some work-related activity. The difference is money (Support Group pays more) and obligations (WRAG requires work-related interviews).

Support Group: Who Qualifies

You qualify for Support Group if your condition means you cannot work and are not expected to be able to work in the foreseeable future. This includes severe mental illness, advanced terminal illness, significant mobility problems, or conditions that make work genuinely impossible. You do not have to attend work-related interviews or search for work.

Work-Related Activity Group (WRAG)

WRAG is for people whose conditions do not meet Support Group criteria but still limit what work they can do. WRAG claimants must attend work-related interviews every 4 weeks and undertake work-related activity (job search, training, etc.). WRAG rate is lower than Support Group.

How the Work Capability Assessment (WCA) Decides Your Group

The DWP uses a Work Capability Assessment to score you on 20 descriptors (tasks and activities). You get points for inability to do activities like standing, walking, arm/hand function, communication, memory, concentration, personal care, and others. Support Group threshold is much higher (score of 15 or above in the Support Group descriptors). The assessment happens at a Centre or by telephone with a healthcare professional (not your doctor). The assessment often misses your real limitations - many people appeal and win.

Step-by-Step: How to Challenge WRAG Placement

  1. Get your assessment report: After your WCA, request the full assessment report from the assessment centre. This shows which descriptors you scored on and why the DWP thinks you don't meet Support Group.
  2. Review the report: Look for errors - did they misunderstand your condition, miss information you told them, or score descriptors incorrectly?
  3. Gather new evidence: Get letters from your GP or specialist, records from mental health services, hospital discharge summaries, and statements from family who see how your condition affects you daily. This new evidence is key.
  4. Request Mandatory Reconsideration: Within one month of your WRAG decision letter, write to request Mandatory Reconsideration. Explain why the assessment was wrong and include new evidence.
  5. If refused, appeal to tribunal: If Mandatory Reconsideration fails, appeal to the First-tier Tribunal. The tribunal can overturn the WCA decision if it agrees the DWP made an error.

Your Legal Rights

Welfare Reform Act 2007 (as amended)

Sets out ESA eligibility and the two-group system. Support Group is for people who "have a serious recognised medical condition that prevents them from working." The assessment must be fair and evidence-based.

Social Security Act 1998

Creates your right to Mandatory Reconsideration and appeal to tribunal if you disagree with your ESA group placement.

Assessment Procedure

The assessment provider must follow strict rules: give you copies of the report, ask relevant questions, and score accurately. If they do not, the decision can be overturned on appeal.

Deadlines and Where to Appeal

One month from the decision letter to request Mandatory Reconsideration. If refused again, one month from the second decision to appeal to the First-tier Tribunal (Social Entitlement Chamber). Do not miss these deadlines - you cannot appeal without an exception.

Do You Need Help?

For Mandatory Reconsideration, use BenefitsFight templates to draft your request. For tribunal, free representation is available from Age UK, Scope, Citizens Advice, or local welfare rights services. Many tribunal cases are won by unrepresented claimants with good evidence.

Frequently Asked Questions

What is the difference in money between Support Group and WRAG? +
Support Group is c. £200/week (plus housing costs if eligible). WRAG is c. £125/week (plus housing costs). The difference adds up to thousands per year. If you should be in Support Group but are in WRAG, backpay from the decision date is available.
Do I have to attend work-related interviews in Support Group? +
No. Support Group has no work-related activity requirements. You do not attend interviews, search for jobs, or undertake training. WRAG requires work-related interviews every 4 weeks. This is why Support Group placement matters for your wellbeing, not just money.
Can I appeal my WRAG placement after one month? +
You have one month from the decision letter to request Mandatory Reconsideration. After that, it is harder but possible if you have exceptional circumstances. If the decision was clearly wrong, contact the DWP immediately even if past the month.
What evidence helps prove I should be in Support Group? +
Medical letters from your GP or specialist, hospital discharge summaries, mental health service records, evidence of hospital admissions, and statements from carers describing your daily limitations. Tribunal cases are won with good evidence. The WCA often misses what you told them or scored badly.
Can my condition improve and move from Support Group to WRAG? +
Yes. If your condition improves, the DWP can review and move you to WRAG or end ESA. You have the right to appeal if you disagree. However, most people win Support Group cases because conditions are severe and enduring.
Do I get backpay if I win my appeal to Support Group? +
Yes. If you win Mandatory Reconsideration or tribunal appeal, you get backpay from the original decision date at the Support Group rate. This can be thousands of pounds if you were in WRAG for months.
