Does the bank have to refund an APP fraud loss?
In most cases, yes, since 7 October 2024. The Payment Systems Regulator (PSR) mandatory reimbursement scheme requires UK banks and payment providers to reimburse APP fraud victims within 5 business days, unless the customer was grossly negligent.
What if the bank refuses?
You can escalate to the Financial Ombudsman Service free of charge. FOS's decision is binding on the bank if you accept it.
