How long do I have to appeal?
For private parking charges, usually 28 days from the notice to appeal to the operator. For council PCNs it's typically 14 days for a discount rate and 28 days for the formal challenge. The clock starts on the notice date, not when you got it.
Is POPLA free?
Yes. POPLA (Parking on Private Land Appeals) is free for motorists. Only operators pay. Around 42% of POPLA appeals in the most recent published data went in the motorist's favour.
What if I wasn't the driver?
Under POFA 2012 Schedule 4, the operator can only pursue the registered keeper for the driver's debt if the notice complies strictly with the Act's requirements. Non-compliant notices are a strong appeal ground.
